I wasn't aware that anyone in Japan was regularly converting plastic into oil. Blest sells processors if anyone wants to try but that's all I can see. If Japan's scrap plastic is somehow cheaper, they could ship it to recyclers around the world. If their fuel is too expensive, they could buy oil from around the world. The only way plastic-to-oil can really work is if someone subsidizes the hell out of it or taxes the hell out of regular oil.

It's not really environmentally friendly if plastic is diverted from recyclers in order to turn it into a fuel so I don't know if any government would subsidize a program which reduces recycling.
