I would resolve the issue by getting all governments out of the decisions that must rightfully be made by individuals.

I would also get rid of the DEA, break the back of the Colombian and Mexican and Golden Triangle drug lords and RE-legalize all drugs including hemp, heroin, cocaine, etc. (that's right, "RE" -- they were all legal once). This would have to be done in a FREE society where individuals are empowered (as they were once after 1776).
