Chris: Business is done differently in Latin America. If you have the money, you can go very far. The corruption which I talk about is very difficult to prove. There are experts. For example, a company may have a document indicating they appealed the Ministry's desicion to abandoned the claim.

This document can be forged easily. There are places to get a false stamp from the Ministries. What you need is a document which is not important but has an entry number with date and time that you need.

These experts who I talk about go to the Ministry every week or so and submit an useless document. However now they have a date, time and the entry number of this useless document. Now here comes an individual who wants his old abandoned concession back. He looks for the expert with an old useless document dated in the time frame of the appeal process. He gives it to the expert and he forges the stamp and changes the new false document with the old useless document inside the Ministry by using his contacts. Now the individual has a document dated several years back with the entry number and date and time all correct indicating that he did submit on time his appeal. All numbers are correct and the entry is in order with the others. This is only one of the title problems which I talk about.
