If by spate you mean the current "heat wave" in the US and Canada, it's weather.

Sudden in geologic time, but over a period of several hundred years.

Climate can be considered weather averaged over a long period of time. Winters are warmer than they used to be, and not just in Scotland.

Polar Vortex is weather, thought to be an effect of decreased ice in the Arctic, caused by increasing temperatures as we shift to a new, warmer climate.

Polar vortex is a weather phenomenon. It occurs on a backdrop of increasing winter temperatures over a period of decades, which is the climate changing.
