My point is that fluorinated hydrocarbons was a problem because it was used in refrigeration. The emissions from that was huge compared to that in any semiconductor or solar PV industry.

First off you stated they were chlorinated and yes many refrigerants contain chlorine. The semiconductor industry was attacked by the Clinton/Gore EPA for their use of fluorinated hydrocarbons. They did this because they figured there was money there and the end result is they chased most of the industry overseas.
