How about another take on the problem?

It may come to pass that we will hit a major bump on the road as we pass into the year 2000 that will see the largest ever scrapping of obsolete computer systems and applications ever. In twenty years out this may be looked back on as the beginning of the re-construction of the the information age infrastructure comparable to the rebuilding of Europe and Japan after the second world war. The end result might finally lead to the results we have been looking for since the start of automation using computers.
