There are seven federal judges that are appointed to the FISA court. They are selected by the Chief Justice.. i.e. John Roberts. He has appointed all seven of the current judges, who serve for seven year terms. Of those seven judges, all but one were nominated/confirmed by a GOP POTUS at the federal district level.

Needless to say, if Obama's FBI was "judge shopping", they were shopping in an almost exclusive GOP store. And the applicants do not get to pick the judge hearing the warrant application... they are rotated in as needed.
