My expectation is that any country with the resources and something to gain by supporting one candidate or another in someone else's election is interfering in that election at some level. The only things that would hold them back would be ethics and fear of getting caught. Ethics is pretty much a nonstarter for any country's leadership...so that only leaves fear of getting caught which doesn't seem to be a big deal and can be managed.

I am not saying its right, but it is kind of silly to act surprised or disbelieving that the Russians might have tried to influence the election and odds are one or more countries did the equivalent or worse in support Hillary.
