one should only fear what could and might be. one should make arrangements w/ what shall inevitably be.

natural-size china shall swamp entire spectrum of tech progress w/ 'over-capacity' because tech per china-lite is just a numbers game based on # of brains put to useful work

of course, there be good and bad over-capacity

difficult to argue that over-capacity in innovation would be bad, especially when engendered by unwarlike trade-oriented people who may sport larger brain chambers

as a mixed up french creole hakka chinese trinidadian, i welcome over-capacity in innovation, because my homeland cannot ever move the dial given our blessing of carbon natural resources, however one of my many ancestral lands might be able to do so before brazil gets tee-ed up
