How about this for a Replacement?
Single payer for any individual's medical expenses which exceed some amount (lets say $10,000) in a single year.
So you want a flu shot = you pay. You want a cast for a broken arm - you pay. You get Leukemia, you pay $10,000 and then the feds cover any medical cost above $10,000 for the rest of the year.
Start again at zero next year. If you get to $10,000 in medical expenses, the Feds pay it all once you get to $10,001 in bills.
And every citizen in the US must pay at least $250 in annual taxes toward this single payer scheme, no low income free rides! If someone doesn't pay the $250 tax to help out with this single payer scheme, they get executed. There will be some upward adjustment to the tax code somewhere to pay for the rest of it, that's just a detail.

There it is - single payer catastrophic health insurance for all. It's not perfect, but it's probably reasonably cheap and clear and easy. |
