Paul Ryan/Dump (and their greedy POS followers) believe that the function of the state/govt. is to funnel money from the weak (i.e. pummel them) to the strong (i.e. rich). Their philosophy is along the lines of Nazi social darwinism - the rich/strong must kill the poor/weak in order to strengthen the gene pool and make 'murica strong!
