Bullshit. That was as-designed.

There was never any intent that exchange insurance would work like ordinary insurance.

In insurance there is no subsidy. The important characteristic is risk management. In the exchange insurance plans it was ALL about the subsidy -- taking premium $$$ from one person and giving it to another.
