Simple answer: It wasn't "or"; it was both.
Having email backups on Anthony Wiener's laptop was equivalent to sending all of those emails received or sent to an insecure device. Not knowing how messages were stored on her 11 devices, Blackberry (2), iPads, etc., and what happened to those devices, seemed in July to be a violation. Who uses a hammer to "erase" access to emails about a wedding?
She signed a form that said she knows what CI is and how to treat it.
I understand "intend to send" but I don't understand "intend to receive". She did receive classified information (as Secretary of State) and her emails got on the laptop of Huma Abedin's estranged husband. How many people downloaded her email files and were accessed by Anthony Wiener or Huma Abedin?
She simpletonly answered that she didn't know or recall, and she had an attorney present when she answered, and then the 2 laptops were [not] destroyed even though the attorney asked that they be destroyed, but the FBI preserved them, just in case;
And about October 24, Comey reopened the case (his "second response") so he, too, distanced himself from the July 1 letter and choice of materials included and excluded.
