Halo is already slow out of the gate, because there are hardly any electric cars. It will be in high-end cars because wealthy people are intolerant of things such as carting cables around in the rain, putting them in their car, plugging in while standing on snow, or in dry sunny weather. Poor people put up with manual transmissions while the wealthy chose automatic, which were convenient but used 3% more fuel and were much more expensive. They couldn't be clutch-started by rolling down a hill or being pushed.
