I think there is but it requires a few pretty big steps:

a) Tort reform eliminating punitive damages and limiting all damages related to medical devices and procedures (with a guaranteed fee reduction in the amount each procedure's malpractice adjustment); and

b) Wringing the savings from Waste, Fraud and Abuse from Medicare/Medicaid, which would not be that hard to do if someone had the authority to do what needed to be done.

I think you easily pull several hundred billion a year (although the government officially claims it is 60 Billion, everyone knows it is some significant multiple of it). In fairness, they've done better since the ACA but only a little, IMO.

That money is being wasted on duplicated procedures, payments that should not be made, reprocessing claims that ought to be processed the first time through (requiring manual handling), and even basic things like not requiring providers to collect copays, which they could easily do (it matters, because it prevents unnecessary visits). I'm sure there are many more areas I know nothing about which have significant problems as well.

We're going to have to become more realistic as a nation about what can and cannot be done at taxpayer expense.
