They dont have to pay $40 per hr to find US workers. Many work for minimum wage which I suggest should be raised to $15.50 per hr. Then like other parts of the world . Including Alberta Canada they don't have welfare.
Instead they employ a program called workfare. Where a recipient must work for the funds they collect. They Make telephone books, work on farms or any other available jobs to earn what they get. If they refuse they get no assistance. With 58 million Americans using food stamps. There is plenty of workers to draw on if the program was in place.

As far as the businesses If they are not economic they either raise their prices till they are or close down. If it takes high tariffs on imported wines then do it. Wine is not a staple of life. Those who want it must pay what it cost to produce it at home or go without.
You can't privilege some with higher wages, while telling others they must take less and go without.

I asked many questions to seek response. But like always people complain about how the country is ran, But never come up with answers that would fix the problems. When they do suggest something it is only in their own interest. Usually coming at a cost to others.

The people who own those orchards , Vineyards and Wineries are well off. They would survive.
Minimum wage $10 to $15 in Canada just meant a cup of coffee in a Cafe jumped from 1 to $2 people still drink it. Beer is now $20 a case (12 bottles) They still drink. A hamburger in a restaurant is $12 to $16 They still sell them.

So I see nothing wrong with a higher minimum wage. If one does not want to work for less, They should not expect others to.
