Paul Ogilvie's Canada Carbon Inc. ( CCB: $0.175) continues to be a busy clarifier. The company's puffery surrounding an order placed by Panasonic Corp. for graphite anode material has annoyed the regulators on a few occasions, and probably peeved Panasonic as well. Mr. Ogilvie, Canada Carbon's chief executive officer, ended February with news that Canada Carbon would be filling a Panasonic order that was "part of an off-take agreement to supply multiple tonnes of anode material monthly for a number of years." Days later, Mr. Ogilvie had to reveal that an off-take deal had not been signed yet and the amount of the first order was "nominal," compared with the anticipated monthly orders under the proposed off-take deal....


Mr. Ogilvie now says that Panasonic told the regulators that it was considering cancelling the order and that it did not intend on agreeing to the terms of Canada Carbon's proposed off-take deal. (Canada Carbon's stock has been halted since the market heard that news.) Panasonic has since relented, somewhat, in that it will place the nominal order -- which Mr. Ogilvie now says is for just five kilograms of material. Panasonic added, however, that if it eventually does want to buy more of the material -- what Mr. Ogilvie hopefully calls a "mass purchase" -- it will do so on its own terms
