There should be NO bill... just repeal that scam law and let the companies compete on the open market across State lines from coast to coast... the market will work better than any bill those clowns can conjure up... they're NOT geniuses, they're political hacks and cronies, what makes any of them think they know better than the free market... Competition always works if we let it... GZ
