Tort reform will never be able to be a national issue, it will have to be done state by state. The state where I practice, Louisiana, is fairly Doctor friendly, with relatively low malpractice rates. The rate of cases varies from Parish (county) to parish--- New Orleans tends to be very liberal, whereas 30 miles away, very conservative. So the level of defensive medicine being practiced can vary within geographical regions based on jury make-up.
But I agree, it's a significant part of the healthcare cost equation.
