How could anyone believe these guys could write a replacement in two years when they haven't been able to even draft the outline of one in the last 8 years. If they had any idea how to do it, they'd first present a framework for the replacement bill. It makes no sense to think they would suddenly be inspired and then work for two years to write a new, better act. That's like believing someone with no income for the last eight years will be able to afford a million dollar balloon payment at the end of a two year interest-and principal-free mortgage. It's just not going to happen, no matter how wonderful everyone thinks it would be if it did.
