Here's something you should like about arch-climate skeptic Steve Pruitt. He's leaving the CO2 endangerment finding in place. That will eventually force a Trump Clean Power Plan.

..... leaving the endangerment finding in place would compel the Trump administration to come up with a replacement approach to regulating emissions from power plants and other sources that might not be too dissimilar from Obama's Clean Power Plan.

Congress could do away with the endangerment finding legislatively but they won't do that either. The Republicrats in Congress are too busy amending Obamacare.
