Wealth creation and freedom are the by-products of stability and order. The only way to truly appreciate a nation of laws is to live in a nation like Russia or do business there where laws can be arbitrarily changed and ownership of assets can be taken without compensation. Russia has a legal framework, but the President has enough power that the laws are meaningless.

China too can make things happen rapidly but the downside of this rapid-dictatorial system are residents who have simply told to move from their homes and farms without compensation by Provincial governments so roads, dams, factories or homes for those in government could be built in their place. Of course when these people protested they were arrested, beaten and sometimes disappeared. Which is understandable because these people were adamantly against the change of losing their homes and businesses without compensation - real NIMBYs.

Approvals for projects can be obtained quickly in return for a large enough bribe and people who upset the system, even foreigners, are given rat poison. - bbc.co.uk

Poor desperate people are willing to do almost anything. But as most nations become more prosperous they also becoming increasingly a nation of laws as everyone has something to lose and the central government realizes the theft of land and beatings by Provincial governments threatens their nation's stability.

There were many people around the world who admired the way Adolf Hitler was able to make rapid changes in German society, but this lawless behavior only led Germany to greater ruin.

Relative to a dictatorship a society of laws and checks and balances is inefficient, but I think this modest "inefficiency" is the small cost of protecting everyone's contracts, rights and freedom. Some dislike living in a nation of laws so much they move to lawless nations to experience their "freedom". Each to their own.
