If you click the link, the message changes to IGNORE IS OFF. When off, you will see their messages. In either case, Members on your ignore list cannot PM you, and you won't get inbox, real-time or e-mail notifications if they post a public message to you.. Toggling ignore on or off can also be done on your personal settings page; the explanation there is a little more clear - the setting description there is "Hide posts from ignored Members".
