Not correct.

1. States which entered the program will receive 90% federal coverage after three years. Not 100%. Few states have the budget for even the 10% and in some there is simply no way to raise that kind of money.

2. The idea that a 2 trillion federal tax burden "doesn't cost the state a dime" is, well, stupid. It s tax dollars that are no longer available to the state. Period. That's a cost to the state.
