Off your previous topic -- but I wonder what your view of this is:

Why did the Dems, when crafting ACA, not go for a lesser degree of coverage of the Medicaid expansion patients? That is, instead of providing absolute coverage as with regular Medicaid, why didn't they create a second tier for the expansion patients that, e.g., covered hospitalizations and selected other services, but required at least a small copay to protect the taxpayer? It seems like for a fraction of the cost you could have provided reasonable care for those people and stood a better chance of the law surviving.

I believe many have reached a point where they think the entitlement state needs to have at least an element of beneficiary contribution or effort. I can't help but wonder whether this law would be less of a mess if the tab for Medicaid was maybe half of what it has turned out to be.
