That's true, but not as poor as the 100% cohort.

My only real point is that I'm sort of convinced that there is support for the idea that "free" stuff is considerably less desirable than would be helping out those who need assistance and are actually willing to do something (anything at all) to get it.

This really has the feel of Congress saying, "Here is this benefit, and you need to take it whether you want it or not."

Absolutely. There are people who have fairly strange beliefs about what can be done who are totally blind to budgetary concerns. But at the end of the day those are going to have to be addressed.

There is a lot of talk about health being "dead" and I find that to be doubtful. He may not get it but he isn't hanging it up at this point.

Personally, I think the MCD expansion is in really big trouble just as is the exchange (the exchange problem itself is relatively small as there aren't that many covered). I'm not even sure the states can come up with their share of the deal (10%) when called on to do it. It just becomes another unfunded mandate. Don't know, maybe I'm wrong. I know our state (which is very poor, of course) is going to choke on trying to come up with that money.

I could be more accepting of the expansion if they would have some kind of tiered arrangement. But you are absolutelly right -- no one is talking about that that I know of.
