My only real point is that I'm sort of convinced that there is support for the idea that "free" stuff is considerably less desirable than would be helping out those who need assistance and are actually willing to do something (anything at all) to get it.

You may be right about the people who need assistance. They would probably respond to the notion of a "buy in" to some benefit. But I had in mind the people who represent them and they want to make the rich pay up for free stuff for the people. Their hostility to those who are doing well may exceed their desire to help those who need help.
