Bruce Duncan's Canada Carbon Inc. ( CCB), unchanged at 26 cents on 111,000 shares, has had its pending claims at its Miller graphite project in southwest Quebec upgraded to active claims, giving it all the marble and graphite-bearing ground in the area. This includes areas that the local municipality wanted to declare incompatible for mining, but was unable to do so retroactively. Mr. Duncan, executive chairman and chief executive officer, nevertheless threw the locals a bone, saying his company has decided not to work several areas important to the municipality. That could stand Canada Carbon in good stead as it faces its next hurdle -- an assessment of the impact Miller might have on the local water supply.
