My daughters Win10 Cortana is now completely disabled. I did this by renaming the Cortana directory. This can be done by using an alternate OS in a dualboot or by booting a Win10 drive with another computer under another OS drive. Old methods I tried of renaming the Cortana directory no longer worked because Microsoft creates a second and separate task background process for Cortana now when you try to rename the directory. Whatever data Microsoft is collecting with Cortana, they want it very much.

This is the Cortana path on my daughter's older 32-bit computer.

C:\Windows\SystemApps\Microsoft.Windows.Cortana_cw5n1h2txyewy

Also, recommend installing Vista Start Menu on Win10 and it's free. It will work with Win10 and is a better menu than Microsoft ever came up with. The Vista Start Menu search-box will still work after Cortana is fully disabled.
