Yes I think it can be - or not.

It's a complicated issue for sure and trying to just make it out as a racist thing makes an issue for democrats that offers zero upside. Racism is not something to be admired, but is not going to be changed except in tiny itty bitty steps. So referring to everyone who is voting republican as racist will guarantee democrats remain a party in decline. The economic issue though could have hold real potential for democrats.
