At the end of the day, Congress calls the shots on domestic policy. They also, via the Senate, deal with treaties with foreign countries. Presidents have often run amok in overseas adventures because they can. This president is particularly dangerous because he has minimal capability to understand complex issues, is a compulsive liar, and is lazy as hell.
