"finalizing" could mean a signoff by Bateman as well since it was rumored that Bateman was the reason for the statement of "non-commercial" being put in the November press release but that would mean to me that the process was then commercial and would not necassarily mean that it was economic. How can a process be determined to be economical without a full feasibility study being performed ?
