T is another example of Obama's incompetence. He was presented with good options by his generals, but in his micro managing of the military failled to do so.
He planned to install Thaads in NK starting in 2013 they were instead moved to Guam after NK threatened a nuclear strike. The first installation preparations began after Trump took office.

China is opposed as they could also be effective against their own missiles. Being so close they could give the US a slight edge if there ever was a conflict between them. They should not be needed if China places enough pressure on NK to bring it to it's knees.
