Sam Citron on "Fiberspace investing" thread discussed a couple of utilities getting into communications infrastructure business. They lay the fiber cable and lease it, because of their "rights of the way" or some such thing. My memory is sketchy. Look up the summer messages in "Fiberspace investing" thread for details.
