I just thought the comment was a little odd that these failures were deemed unrelated on "no evidence" of any connection.

Typical political (correct) thinking as opposed to normal thinking the way it used to be before we started seeing - or not seeing - terrorists from the Middle East all over the place.

Technically speaking, however, as said, if 3 power outages happen concurrently, then the probability for a common technical root event should indeed be assumed to be significant.
