A clone is a drive you can substitute for the original. Clone your operating system drive and you can take the old drive out and put the new drive in and it will boot. It has all the same directory structure and files.

A drive image is more like a single giant zip file of an entire drive or partition and the individual files inside aren't accessible until you decompress the image onto one or more partitions. Also when you restore an image, all pre-existing data on the destination is overwritten with the contents of the image.
