Total shifts for 24/7/365 would be 365X3=1095.

Each worker works 50X5 shifts (2 weeks off)=250 shifts per year.

1095 shifts divided by 250 shifts/employee works out to 4.38 full-time employees to staff with one at a time, or 8.76 employees to staff 24/7/365 with 2 workers.

8.76 employees at 100K is 876K per tower per year X 3520 towers comes to a little over $3 billion.

The $100K figure for annual employee cost is based on $34/hour wages, $16/overhead, based on BL Statistics.
