There are work crews every summer on every highway "up there" . They didn't get 88 complete before the fall rains came in last year, then when 50 shutdown all those folks drove home on 88. I happened to be driving opposite them that day. Their congestion was amazing and long. They managed to destroy the unpaved portion of the road west of Kirkwood to Silver Lake. Really messed up. Cal Trans tried paving some of it in the middle of winter with mixed results. It helped but a little. There has been a multiyear project on 89 on the west shore of Tahoe giving the road gutters and stone cut banks. Prettying the road up and making the water flow more gently into the lake with less particulate matter accompanying. Money seemed no object.
