The company has indicated that they are allowed to use the IXC capacity to carry limited amounts of circuit switched voice (I believe it is up to DS-3), beyond that they are allowed to carry anything that is packet switched whether it is voice or not. The point of the restriction is simply to keep PSIX from becoming a large reseller of circuit switched voice in competition with IXC.
