There is a techinque called tracking. Simply put, you put out information about something influencing it to go the way you want it to go. Then you measure the results of your information. Many times the information out there is not correct but since it has moved in the direction that the person who released the information wanted it to go, they seem correct. So it may look like that person is always correct but in reality, they did a better job of convincing.
