The term "personal gain or benefit" generally includes any political gain and political payoffs made for political gain, which I'm sure you'll agree he received when the UAW received its inordinate share of GM stock, or e.g., when Solyndra was given $500 Million to continue operating when they should have gone belly up in the first place.

Corruption need not (probably, it seldom does) involve cash in someone's freezer.
