I guess it's a long term bet by Goldman and others on regime change. If it does happen . With most all the Global & American companies that have pulled out. How do you get them to come back soon? I can see an even longer time to build that infrastructure back up. Especially an economy based on oil exports. Without Exxon/Mobil and others I can only imagine how torn up the state oil is now. Heck I think Cuba still owes some American companies reparations for their nationalization.

P.S. A Devil Bond investment banker has another definition of kicking the can down the road. It's called creative refinancing. <G> Someone has to do it, guilty conscious or not.
