I think the point is clear: while the early mentions of global warming were almost 150 years ago, the use of it as a tool is not a conspiracy and is recent. Fiji doesn't give one shit about climate change. They want the money. And whenever they see idiots running the United States government commit to dumping a pile of money -- 100 billion or more over a few years, damned right they want their piece of it.

It is as though you put Koan in charge of the treasury. The worst fiscal mismanagement imaginable put in charge of giving away American dollars. And you're right there with them. Nothing new about that.
