Not in any real, meaningful terms.

For one, BP didn't pay anywhere near $60 billion. They settled for far less. For another, it wasn't just the federal government with claims against BP. And what are real, meaningful terms? Lost income for fishermen? Lost value of tourism? Realize that the tourism in the affected area amounts to over $30 billion a year. Even a 20% decline over several years would have easily met the $18 billion or so that BP settled for. That doesn't count for the lost income for the fisheries, which were still feeling the effects 5 years after the spill. I can't find any data indicating whether or not the fisheries ever fully recovered as of now.

I am willing to bet that you don't have the faintest clue as to what the spill cost or affected and are just making shit up.
