If I'm not mistaken Wcom is charging Fnet to use it's backbone through MCI which has supplied that to Fnet all along.

I believe this lastest agreement allows Fnet to setup it's own DVG's for Fnet's use, not Wcom's. I would repeat, that the ISP business is a tough one to turn a profit in.

As for your parrallel arrangement comment, could you be more specific ?
