The article makes the point that it's more feasible to try it in Hawaii than in New Jersey. It and Alaska are probably the only states that could pull it off. It would be interesting to see how such things as new arrivals were handled. One would also need enough bottles to establish residency. Early on on this board I wrote about the difficulties of establishing state residency. If the current residency requirements were insufficient to protect the state in this case, I imagine they could change them to ward off the bums.

I'd be interested in seeing them try it. I'm a big fan of demonstration projects to learn enough to design a solid system. Then everyone can go to school off it. Or put the idea to rest.
