I'm a big fan of demonstration projects to learn enough to design a solid system. Then everyone can go to school off it. Or put the idea to rest.

So am I. But we don't seem to learn from them. Take supply-side economics. The only time it might have worked was during the Kennedy administration. It might have during the Reagan administration, but there were several others things going on that we know, for a fact, stimulates the economy, like lower interest rates and deficit spending. But, we do know that most of the recent experiments, including one designed by Mr. Supply-Side, Laffer, have been miserable failures, The latest is Wisconsin, where Little Scotty Walker is getting pushback on tax cuts from...

Republicans. It has face-planted in Kansas. And is in the process of doing it in Oklahoma. Yet we might be trotting out a national program.
