It's job security. The only way programmers can justify their jobs is to continually change and "update" things, even if it's for the worse. It also allows their employers to stay in business by continually selling "upgrades" to the software their employees produce.

There are countless applications out there that were essentially perfected years ago but continue to be changed and updated. Microsoft Office is a prime example.
