Don't get me wrong. There are a lot of drops and drops add up. AFAIK, no one has added them up in fa formal way but I seriously doubt they would come close to filling the bucket.

There's a three-pronged challenge. We can cut expenses to try to get close to the spending per capita of other countries. But then we're adding capita, lotsa capita. And all of us capita are being offered free coupons with it's associated attitude shift. Addressing the first challenge only doesn't cut it.
