It is operating.

You just don't understand how the Oceans of the Earth are uptaking CO2.

The oceans take up all the CO2 they can at whatever temperature the surface is at at any point in time.

It's quite a bit more complicated than your graph you like to keep posting.

You think the oceans can absorb an almost infinite amount of CO2 but for some reason it doesnt't do it. But it will absorb more CO2 if we put fossil CO2 into the atmosphere. That extra CO2 will push CO2 into the ocean somehow.

Net, net the oceans are uptaking CO2, especially at the higher latitudes where surface water temps are much, much lower than at the equator.

Then there is vertical mixing....
